I’m not sure what brand this is but I’m guessing it’s a Bradley & Hubbard from the late 1800’s. It’s hard to tell but it looks like there used to be some words inside the top frame. It has some great patina to the metal. It might also be called a “horse pulley counterweight oil lamp”. About 15 1/2” tall and 12 1/2” wide. Please see pictures for condition.
