It is a tipped (silverplate) twisted-handle butter knife by International Silver. It has an anchor, Rogers, anchor, and AA stamped on it. The pattern was first introduced in 1879, and I don't know what year they stopped making it. It has patina, as you would expect, but overall, it is in good condition.
