TOWN OF WINFALL
NOTICE OF OFFER TO PURCHASE TOWN-OWNED PROPERTY AND 10-DAY UPSET BID PERIOD

The Town of Winfall has received an offer to purchase certain town-owned real property located at 410 Louise Street, Winfall, North Carolina, consisting of approximately one-half (½) acre, more particularly described as approximately 220.69 feet by 79.9 feet, and located at

The amount of the current offer is $7,200.00. The terms of the offer are cash purchase at closing.

The Town proposes to accept this offer pursuant to the negotiated offer, advertisement, and upset bid procedure authorized by North Carolina General Statute § 160A-269, subject to the upset bid process and final approval by the Winfall Town Council.

Any person may raise the bid within ten (10) days after publication of this notice. The minimum upsetting bid must exceed the current offer by not less than ten percent (10%) of the first one thousand dollars ($1,000.00) and five percent (5%) of the remainder.

BID INFORMATION:
Current offer: $7,200.00
Minimum qualifying upset bid: $7,200.00
Required deposit for minimum qualifying upset bid: $360

Any person submitting a qualifying upset bid must deposit with the Town Clerk an amount equal to five percent (5%) of the increased bid.

Upset bids must be submitted to the Town of Winfall at 100 Parkview Ln, Hertford, NC 27944 or via mail address to Town of Winfall PO Box 275, Winfall, NC, 27985 no later than 5:00PM on Tuesday, September 15, 2026.

If a qualifying upset bid is received, the Town Clerk will readvertise the increased offer, and the upset bid process will continue until no further qualifying bids are submitted within the required period.

At the conclusion of the upset bid process, the Winfall Town Council may accept the highest qualifying offer and authorize the sale of the property. The Town Council reserves the right to reject all offers at any time.

The property is being sold as-is, where-is, with no warranties expressed or implied.

Town of Winfall Grant:

Mayor Preston White and council are proud to announce that the Town of Winfall has received notification of being selected to receive 
a $150,000 grant by the North Carolina Environmental Quality. (DEQ) The Asset Inventory and Assessment (AIA) grant is designed to
help local government and nonprofit water corporations manage their water and wastewater systems better. The $150,000, over three
years from either the Wastewater Reserve or the Drinking Water Reserve, encourages projects that focus on checking the condition and
keeping a detailed list of important assets in the case of the Town of Winfall, its’ sewer system. The information that will be gathered will
help the Town of Winfall in planning for the future and making sure that the current sewer system will be well-maintained, financially sound and always ready to serve the community. This grant represents a significant step forwarding in maintaining and improving the infrastructure
that supports the quality of life for Winfall residents.

Town Council Workshop

Notice is hereby given that a budget workshop only will be held by Winfall Town Council at the Winfall Town Hall on the 15th day of June 2026, at 5:30 p.m. in the Community Center, located at 100 Parkview Lane, Hertford, NC 27944, for the purpose of considering business issues of the proposed budget for FY2026-2027. No comments are allowed during this time.

Official Notice of the Town of Winfall Proposed Budget for FY2026-2027

The proposed budget for the Town of Winfall has been presented to the Governing Body and is available for public inspection in the Winfall Town Hall from 10:00 am to 2:00 pm on Monday, Wednesday and Friday. On Tuesday and Thursday from 9:00 am to 5:00 pm, weekdays. The proposed Budget will be available as of June 10, 2026, in the Office of the Clerk, on the Town Website, townofwinfall.org, under News and Event.
There will be a public hearing on June 22, 2026, at 6:00 pm at 100 Parkview Ln. Hertford, NC 27944, for the purpose of discussing the proposed budget. Citizens are invited to make written or oral comments.
